R.A.F. Rules of Engagement (ROE):
The Rules of Engagement (ROE) are rules set it place to make a raid fair to the attacking team and make sure their is not conflict between clans in that raid for not having some sort of rules set up.

SECTION ONE: INTRODUCTION

Breaking these rules a specific amount of times will result in a draw for the party who breaks them.
Please note all RoE differs from map to map; it will never be the exact same and MUST be discussed during scouting.

There are different sub categories for raids. Here is what each are defined as:
Attached below are the general weapon setup for any clan that is on the defensive. Please note that weapons are interchangeable; an example being that a human clan is defending and wishes to have a Plasma Launcher instead of a Spartan Laser.

- Barebones Raids - Raids that have no power weapons and/or vehicles. They are simple bases but the defenders are only armed with DMRs, Assault Rifles, Magnums and Frag Grenades while the attackers have the typical raid loadout. No vehicles for the attackers use either.
- Traditional 2020 Community Standard Raids - Most raids nowadays, with the new community standards that most clans have as their Rules of Engagement (RoE).
- 2015 Raids - Raids that have the new community standard but TWO snipers can be used and even a Gausshog can be used in the place of a Scorpion Tank. This can be negotiated by the Raid Commander (RC).
- 2010 Raids - Raids with the minimum Raid Rules of Engage (RoE) that could take place in a Halo: Reach Raid. This can be negotiated by the Raid Commander (RC).

SUBSECTION 2.4: ARMOR ABILITIES
- Armor abilities differ from map to map and can be negotiated by each clan’s liaison before a Raid.

- [2] Evade (Depends on map)
- Unlimited Sprint.
- No active camo.
- No armorlock.
- A maximum of ONE power vehicle (Scorpion, Wraith, Banshee)
- Falcons can be used for scouting and/or transport ONLY.
- Only TWO Rockethogs may be used, depending on the map.
- Only TWO Default hogs may be used, depending on the map.
- NO Guasshogs or Modded Falcons/Vehicles in use.
- Depending on the map and at the discretion of the R.A.F. Scout assigned to scout the base, a minimum of THREE vehicles must be in place for the attackers to use.
- The Republic Armed Forces (RAF) Gametype used will be R.A.F. Raid Game Type 2.0 in which the default Spartan/Covenant Loadout will be [1] Assault Rifle, [1] Magnum, [2] Frag Grenades, with unlimited sprint and ammo. Radar will also be activated.
- The Republic Armed Forces (RAF) has the right to send TWO scouts to scout out the other clans base.
- The time limit of the Raid can be negotiated by each of the Raid Commanders [RC] and/or members from each clan’s foreign affairs. The first kill of the game will start the timer.
- The Republic Armed Forces (RAF) does not necessarily require any said Raid to be a strict 8v8 but this can be negotiated upon by the Raid Commanders [RC] from both sides.
- No modded game types or electronic tampering such as booting or hitting offline. This shall result in the game being considered DNF and will not be recorded.
- No Gausshog or modded falcons.
- Spawn Killing/Trapping/Camping is not allowed; this is defined as using defending weapons and vehicles to kill the attackers whilst in spawn. However, spawn rumbling is allowed; this is defined as using spawn weapons, vehicles and/or spawn equipment to kill the defenders/attackers whilst in spawn but they MUST still maintain the intent of leaving spawn. General rule of thumb: Do not fire unless fired upon.
- No blocking/camping teleporters and/or gravity lifts.
- No hidden entrances, teleporters and/or weapons on the map.
- The defenders MUST remain in the base defending.
- Attacking vehicles MUST not be used to defend a base and must be exited upon arriving.
- A decent cover layout throughout the map. If there is a bride, no more then TWO colosseum walls without cover. All at the discretion of the Scout/Raid Commander [RC].
- To contest the base, there should be at least half the amount of attackers to defenders in the base. For example; for congestion of the base with FOUR defenders, there should be at least TWO or more attackers inside the base. The attackers SHOULD be actively engaging inside the base for it to be considered congestion - NO hiding.
- A NEUTRAL is defined as a player or a group of players who are not associated with either the defending or attacking teams (most common in surprise raids/open lobbies).
- Neutrals will be labelled as hostile if they exhibit any signs of violence towards the Republic Armed Forces (RAF) and/or allies.
- Neutrals are not allowed inside any Republic Armed Forces (RAF) bases and/or strongholds.
- If neutrals attempt to gain entry; they will be given ONE verbal/text warning. If they have been warned, a member of the Republic Armed Forces (RAF) has the right to respond with lethal force if necessary.
The R.A.F. will declare any said raid as a victory if:
- The R.A.F. controls the base at the end of the agreed time.
- If the hostile force leaves the game
- If any R.A.F. members are removed from the game.
- If the host of the lobby ends the raid early.
- If there are only two hostiles remaining in the game, and if this rule rule was agreed upon prior to the start of the raid; insufficient raid force will apply - Two or more spots are available in the game or the enemy can try to invite an ally to assist.
- The R.A.F. is not contesting or in full control of the base at the end of the agreed time.
- If ROE was broken by R.A.F. personnel, but not the enemy clan (can and will be debatable.
- If all R.A.F. personnel leave the session/raid.
- An excessive amount of ROE was broken by both sides during said raid.
- There are THREE or more hostels actively engaging and trying to take over the base at the end of the game/raid.
SECTION SEVEN: SURPRISE RAIDS/OPEN RAIDS
- Surprise, Flash and/or Sneak Attack Raids are defined as non scheduled raids that take place where one clan surprise attacks another clan (e.g. Clan 1 attacks Clan 2 while Clan 2 is on a training map - they get in either by the lobby being on open or they get an external invite on “accident”). In a surprise raid, there are no Rules of Engage (RoE) (No time limit either - it can last up to days if either side are that committed!). Basically anything goes. There are only three rules which are - 1. You can’t kick anyone from the game, you can’t end the game and/or you can’t back out from the game. If any of these basic ground rules are broken, then the defending/attacking team, then the opposing team/clan wins that said raid.
- Open Raids are defined as raids that anyone or any clan can join. Other clans can just be invited into the lobby to form an open raid. There is also no set Rules of Engagement (RoE) in open raids. Basically anything goes. There are only three rules which are - 1. You can’t kick anyone from the game, you can’t end the game and/or you can’t back out from the game. If any of these basic ground rules are broken, then the defending/attacking team, then the opposing team/clan wins that said raid. In open raids, their is a higher chance you may find neutrals during this; please keep in mind - do not fire unless fired upon.
